Have you checked what is open in your task manager? if not then be sure to check it.

I can run BF4 in ultra at a consant fps, the processor isnt the problem.. I also have tried the settings.

How much ram is on that computer and if you have alot dedicate some to the game on my mc i have 8 gbs of ram deticated and i get about 390 fps so i would thing to dedicate some ram on to ure minecraft

Dedicating more RAM will bog you down even more :/ you only need 4GB dedicated to play. But it depends how much ram your PC has. 4GB if you have 8GB. And 8GB if you have 16GB

You might have virus's on your computer which could cause it to lag but I'm not sure, I've heard that virus's can cause lag on minecraft not 100% though. I have a AMD Radeon 8570 and I get 100fps+ on minimum settings.
