Update to 1.14, I just realized the same thing was happening to me on 1.12 and updating fixed Dashlaunch fixed the problem for me

3.13 is the newest dashlaunch. No it wouldnt pop up if it was banned while on the root of your HDD.

As stated above install the latest Dashlaunch 1.14. and edit it from Dashlaunch.
