pretty much you need to find them in the world and im not sure if you have to beat the game first but there are links and youtube videos on where to go to find the start of each

You can play them right away. You should get a letter from a carrier giving you the quest needed.

Dawnguard: Reach level 10 and you'll hear guards talking about rumours which will unlock the quest, or you may come across an Orc member of the Dawnguard seeking out people to help them.

Hearthfire: This one is more tricky, but for info about it view it at uesp.net

Dragonborn: Complete the main story quests up till just after your first encounter with the Greybeards, then two cultists will come up to you randomly anywhere in the world. Defeat them, get the letter off one of them and read it to begin the Dragonborn questline.

That is for the main quests, however side quests are different, such as for Dragonborn you can travel to Solsthiem without having started the main DLC questline. I'd advise that you should look over anything on uesp.net as it has everything you will need to know.

Hearthfire

In each of the three holds that have buyable land for the hearthfire dlc (Morthal, Falkreath and Dawnstar) You must first become thane of that specific hold. You will usually recieve a letter asking you to visit the Jarl of a hold when you enter your next hold. If the courier doesn't come, fast travel to a hold.

Dawnguard

You dont actually have to be level 10 to start the Dawnguard dlc. If you are below level 10, just go to Fort Dawnguard, southeast of Riften, accessable through a small cave. If you are level 10, one of three things will happen. 1, you'll hear rumors from the town guard about vampire slayers. 2, a courier will approach you giving you a letter about the dawnguard. 3, if you are in Riften, a man will approach you asking if you want to join a group of vampire-slayers

Dragonborn

You may get a random assault from a group of cultists, one of who will be carrying a note that will instigate the quest.
Alternatively, if you want to head to Solstheim yourself, simply head to Windhelm and speak to Gjalund Salt-Sage. Doing this wont trigger the quest, but you can explore the area and Cultists can still approach you here.

Hope this helped

All of the DLCs activate from progression. So once you hit certain levels the DLCs will make themselves known to you. The dawnguard will start recruiting around level 10 or so in Whiterun (look for an orc with a crossbow), the dragonborn DLC will begin around level 12 or 15 (some goons will find you and try to kill you), and the hearthfire DLC begins when a courier gives you a letter about seeing Falkreaths Jarl. This happens around level 5 or 7. You could go and find these quests on your but it's easier to have them come to you. I hope this helps.

The dragonborn DLC only begins its main quest after you complete the main story mission "The Way of the Voice" regardless of level. If you have not completed that mission, Dragonborn's main questline will not activate.
