Basicly when some one gets so many file complaints he has the choice to ban them due to wht they have done

This is false. He does not get to ban anyone. All you can do is review gamertags and say if they are offensive or not which pretty much does nothing. You can also help people out with problems. Being one does nothing to be honest.

That's the XBLPET team you're thinking of. There is 26 of them who ate the only people with power to ban suspend etc
