OP get an i5, GTX970 and a nice case because thats all you need and frankly I don't believe you on your budget.

Though, if you do have $15k, Terran00bs suggestion is what you should get. If you have a budget that large and don't have a custom loop, you're stoopid IMO.

What 1080/1440P 32" 60HZ monitor would be a thousand bucks lol
it's sort of self explanatory that it's 4K.
