They all basically achieve the same thing, run unsigned code. Only difference is how they are set up

To add on, Development Kits aren't intended for the 99% of the community. Those who do use a Dev Kit are either: Microsoft Devs (obviously), Skilled coders in the modding community, or Game testers. Each Development Kit has its own purpose and can vary from console to console. I believe that there are: Demo Kits, Stress Kits, Test Kits, Review Kits, and Development Kits.

JTAGs and RGHs werent made for modding. They were made to run homebrew. This is a common misconception, which is why many people buy these consoles thinking they're going to be a super hacker.

All of the above info is correct but I'd like to add in that Dev kits can access a network called Pnet. I don't know too much about it, except for that it's pretty much like XBL for Dev kits (not nearly on the same scale though)
