So I want to license transfer but my profile got banned . And all the maps I bought was on that account . Can I still do it ?

If it is permanently banned, then sadly. You have lost all content. There is no use appealing, they don't care. And unless you already had the content license transferred to the Xbox of your choice. Or had originally purchased and downloaded it on your preferred console(X360 ONLY), then sadly you have lost all content connected to that account.

Permanently suspended accounts forfeit all purchased dlc/games/etc... You will have to repurchase them. (If they are downloaded already, usually they work anyways)
