Hi, I need a monitor for $200 or less.

I would like it to have 1-5ms response time
21in. - 27in. (Preferably 24in.)
1080p
Must be usable for consoles
Possibly with speakers
Maybe some slim bezels? (Doesn't have to)

a great monitor for around 170 dollars is the Full-HD LED-lit LCD Monitor by Asus its the VS248H-P it has a 2 ms response time and is 1080p it is also compatible with consoles heres the link to it on amazon

21.5" monitor has 2 hdmi inputs so yeah you can use you console on it. 1080p 1ms response time. Around $140

Vouched for by myself and several other members here. 21.5" version is around $125 if you prefer.
