Where does the file "DevComponents.DotNetBar2.dll" and xrpc.dll file go if I'm using a certain program for black ops 1?

You don't do anything with the .dll files. Leave them in the folder. It is necessary to leave it there for the program to run.

Get rid of RPC.xex. It is outdated and no tools use it nowadays.

You need XRPC, JRPC, and JRPCv2.

Your plugin setup should basically be:

Plugin 1: StealthServer.xex
Plugin 2: XBDM.xex
Plugin 3: XRPC.xex
Plugin 4: JRPC.xex
Plugin 5: JRPC2.xex
