So a lot of people say PC gaming is a lot better than console gaming and it's cheaper but is there a PC which can run a game as smoothy as a PS4 bearing in mind a PS4 will cost around 300-350 what is people's opinions and can anyone suggest a PC for a similar price?

It all depends on your viewpoint, I'm not going to go all "hurr durr PC master race" on people because it's ignorant.
PC in my view is better in a lot of ways, but I still play both console and PC.
Pc gaming has:
More mods and more customization.
Better community who are more mature.
A lot more skilled players.
Better graphics.
Better servers.
Cheaper games and a broader range of games available.
Is it cheaper to be a PC gamer? Absolutely not. First you need a half decent build which will cost you around or more than the average games console, and after that you'll need to update parts or upgrade your system every few years which will cost even more. Whereas for example a PS4 should last you years and play the latest titles without the need to upgrade or buy a newer console.

I also don't buy the "you have to upgrade your PC to keep up with consoles" argument because you can just do the same thing consoles do and lower the settings as games become more demanding.

r00t is correct, however the choice is there to upgrade should you need/wish whereas consoles do not have that option.
