what would be the best computer course to take at college to learn about modding games jtags rgh excetra please can someone tell me the Best one..

You won't get a course for modding.
Closest you will probably get to it is Computer Science as that goes through the stages of programming etc. not all places would offer that though.

Why would you go to college to learn to mod games? Can be easily learned online for free

To my knowledge there are no courses that teach you how to explicitly hack games. However There are courses for Reverse Engineering by Offensive Security and with methods learnt in said courses you could apply them to your Jtag/Rgh and reverse the games in order to apply hacks/bypasses etc.
