Can you explain to me any reason Luis Suarez deserves to be in the TOTY ? (Which is judged on form)

you do realize this is based on last years football not seasons who was one of to most prolific strikers in that position last year not just a lot of goals but some amazing goals LUIS SUAREZ this competition is based on the best players in there positions last year no matter what he's done his football last year was amazing end of.
