Seriously? This is like the basics of modding. It would be easier if you just typed all these questions on google/YouTube.
Install control console 2.50 homebrew app on your PS3.
Install control console 2.50 on your pc.
open control console on your pc. Go file > new. Type in your IP and then choose a name to remember it by. Once it's done right click on it and press connect.
Now when you use a tool connect via CEX and your IP with it's name you chose will come up. Choose that everytime and that's how you get the tool to connect to your PS3 for you to mod.
P.S Don't forget to be on the game you're wanting to mod and then click attach on the tool after connecting otherwise nothing will happen when modding. Sometimes tools attach and connect at the same time. So watch out for that too.

Your seller is wrong.
An Ethernet cable is only ever needed for DEX modding when connecting via TMAPI.
Use a different tool and make sure your connected/attached properly.

Yes you can and you do not need CCAPI to RTM over wireless connection. CCAPI is used for CEX consoles and TMAPI/CCAPI is used for DEX consoles. I hope this helped.

Yes you do need CCAPI. That's what connects RTM tools to your PS3. There's no other way to do it on a CEX console type is there?

My bad
I was meant to say, "You don't need wired connection to use RTM Tools".
