Could i download windows on my phone and plug it into my computer and use it get me windows?

No you could not. Im pretty sure thats impossible on a phones os.

I'm almost certain on am android phone such as my Samsung Galaxy s5 I can create a partition if you will for use as a USB. I am not sure that this would be viable for a portable windows though.

There was a man in China who programed Windows to his phone, it was an android too.
So it's possible, but if you mess up slightly you could have to get a new phone. So be careful.
