I downloaded pbe client because i wanted to play the new nemisis draft mode for league of legends but i cant make an account can anyone help or post a link where to sign up at

Unfortunately, you have to send the application in and hope they pick you. Hope this clears up the confusion.

It's pretty hard to get on the PBE.
Your account needs to be level 30 and I believe you must have not been banned before,
