Is it possible to get the full cydia or ifile with a non jail broken device and without a computer with
iOS 7.0.4?

Asking how to get Cydia on your device without jailbreaking is like asking how to loose your virginity without having sex. You pretty much jailbreak to get Cydia.

Its impossible to get Cydia without jailbreaking. I'd suggest using a friend's computer to do it.

You can only mod a few games using ifunbox with game saves but if you really want to mod games just jailbreak it there is preety much no cons for jailbreaking

Let me lay it out straight for you. You NEED to jailbreak if you want to do any of the things you listed in the thread.

Why not jailbreak? There are no cons unless you abuse the jailbreak.

If your phone isn't jailbroken those apps are useless if there is a way to get them on without being jailbroken

Is This possible yes. Jailbreaking allows the user root access. which allows modifications to be made to the UI, Games, and so much more. Without a jailbreak you do not have the functionality to use these apps in any useful way. So to conclude without a jailbreak these apps are rendered useless.
