I know they spawn in on the island usually, but I haven't seen one in a long time and I need them, is there another way to get rocks?

They don't spawn again. You have to go to another island to get some.

When i had saved the game then went back ingame i had a few rocks respawn on my Island

There are lots of bugs still on this game as its a very early alpha, Be careful going to other islands on your raft, because if you save the game and turn it off whilst in your raft, when you come back your raft will of despawned

When you first spawn on the island pick up a rock, then save the game. Close the game
Go to your pc
then programs
Steam
steamapp
common
stranded deep
stranded deep
data
then click Save.json
use a program like Notepad, or note ++ to open
ctrl+F and search for "rock"
You will find a paragraph of code describing Rock in your inventory, you can save this paragraph and re-add it into your inventory whenever you need a rock.
But the simple solution would be to just swim to the other island pick of 4 rocks (or more) and then go back. Just remember where you can from.
