Okay TTG so:

Last night my sister gave me her iPad and she fully reset it before hand, BUT find my iphone was still switched on so now when I try and set up the ipad it is asking for her old apple id password. She didn't know it so I went on to reset it and here's where the problem is.

I reset the password and I can now sign in fine online (the my apple id website thing) BUT on the iTunes windows program I try and sign in and it says my account is locked? Also, when I try and activate the ipad it says "<name> this Apple ID can not be used to unlock this iPad." I also read up about that you can just turn off find your iphone from iCloud online so I tried to sign in and it says there are no devices currently on find my iphone?? Can somebody please help me.

Why can I sign in perfect on the Apple website yet on the iTunes program and while trying to activate the ipad it doesn't work?

I'll rep literally as much as you want if anyone can help. THANK YOU!

Under iCloud in the settings app on the iPad, does it show an Apple ID signed in?

I had the same problem where it asked me for an old Apple id after buying a 2nd hand phone. But, luckily I was able to contact the original owner and they gave me their password!

As for your problem I cannot help.

You'll probably be best phoning Apple, emailing them or going to the shop.

Good luck!

Contact Apple with proof of account owner ship. Maybe even try waiting a bit after changing the password.
