If a GPU is what you need/want then yes that is good. The R9 280 may need two PCIe power connectors, though and the PSU only has one. So either get the 550w version or some molex-to-PCIe power adaptors off amazon.

i have a question. If i was to get these parts would i get the max performance out of them with my A8 6600k APU?

Your processor isn't bad by any means so yes you'd get good performance from them. You might get more out of it with something more powerful like an i5, but the GPU will still work and you could upgrade the CPU down the line if you wanted to.
