im currently lvl 23 with 4800 ip to spend, thus far im very good at top lane and jg, i dont really mess with mid nor adc/supp. if i could get some suggestions on what to buy and why that would be awesome, thanks.

Well the variety for 4800 IP is insane, since you play a lot of top you can buy Kass or Cass lol, both are really fun to play top and if you get stuck mid well you can play them! But depending on what position you play more, like i main jungle and I've had Volibear for a long long time, since he was 6300 IP and i think he's a very good top and jungle!! But it really depends on what you're looking for in a champ.

I love Diana JG. Thats really all i play. Just farm the jg and gank a lane untill lvl 6 and then you carry hard cause you just q to your r.

Pretty sure Irelia is 4800 ip and she is such a fun top laner. I played her so much.
