Coding wise it's a start, design wise it reminds me of early 2000 webpages.

Design looks a little out dated, try sleeking it up a bit and give it some more modern colours and fonts, and try keep the same font throughout the website, makes everything look a little more in order, the positioning on the modules could perhaps be changed as it looks a little spaced out and there's a lot of white background showing.
But this from someone who has only had a weeks learning is really good

so i should not bother with design and just focus on html&css and design it that way?

Yeah I'd say stick to html&css. If this is a serious design, design may not be a good field for you.

It's a nice start but it looks like a cheap website (unprofessional.) You could definitely work off of that psd and fix it up and give it a more cleaner & slicker look to it.
