I got an iPhone 5S a couple weeks ago and I have been thinking about jailbreaking it. It's on iOS 8.1.3 so can I jailbreak it or no?

As of right now there is no jailbreak for iOS 8.1.3 to my knowledge.

That being said, just be patient and one of the jailbreak groups will have it jailbroken here soon enough!

Nope but you can downgrade and jailbreak on 8.1.2 with Taig Jailbreak tool

I think that Apple has closed the 8.1.2 downgrade, because I tried a couple days ago and it wouldn't let me.

At the moment Apple is still signing IOS 8.1.2. You must Downgrade and jailbreak.
