Is it just one disc?
If it's just one disc then you could probably try applying toothpaste to the visibly scratched area. Smear the toothpaste in and it will fill the scratched area and make sure it isn't lumpy. Wash off excess toothpaste and put it in the disc tray and cross your fingers. Also, blow in your disc tray or get an air gun and spray inside to try and remove dust.
If it's multiple games then it could possibly be that the laser lens is bad from being old or out of alignment. I assume that it being a PS2 your warranty isn't valid so the only way to fix it is to have someone do it or do it yourself. This would involve taking it apart and I wouldn't recommend it unless you first watch a video or something.

Kankles wrote Is it just one disc?i have an actual JDM disc cleaning machine so the toothpaste method isn't necessary but unfortunately it is all discs not just one!

you could have a weak or broken laser, either that or the disk's are in bad condition.
you can replace the laser and etc. but it would really be easier just to buy a second hand one from amazon or ebay.
if you do decide to replace then be careful, i took mine apart and it was unplugged for about 5 mins before i touched it. i still managed to get quite a nasty shock.
