Wouldn't you think its's possible to generate a kv? If they are made somehow when xbox 360 consoles are made, then shouldn't anyone be able to do the same?

No you can't. A lot of things go into making a KV which Microsoft probably puts on their server as valid. You might be able to generate one that doesn't work since it's not on the Microsoft servers.

A guy just asked me if you can make your own key vaults in notepad in a GTA V lobby, but to answer your question. No, you cannot generate a kv.
