I used his card pre-upgrade when he was rated 86, and he has near enough the same stats and I would say that he doesn't feel like he has those stats.
He had 89 shot at the time I believe, and it felt more like 74.
His upgrade may be slightly different, and it depends on the position you use him too.

I would recommend Hazard over Sanchez IF

I've used Hazard and currently have SIF Sanchez. Prefer him.
