I tried putting my phone on ultra bright, it was the same color. People in my class were passing around this one phone and there was a mix of responses. So no, I don't believe that's the case.

It's called colour constancy.
Your brain starts filling in details about the dress' environment and you see what you would expect to see based on those details.
People fill in the details differently so they see different colours.
