i ordered a package on last Saturday an it said the expected delivery is on Wednesday the 25 and its been in NJ for 4 days now!!!! when i go to usps.com it says delayed

Call up USPS give them your tracking number and demand and explanation I guess.

there must be a reasonable explanation as to why there is delays, contact the company or your courier you bought from and see if they can do anything about it.
