What level are you ? You get merry weather at a certain level

It doesn't matter the level..

-get someone to call the mercenaries on you,
-kill them.
-Take the jeep.
-Drive it to your garage.

You need to be level 12 to call Merryweather and you need to be level 35 to call the mercenaries on someone

To get the merryweather contact and perks you need to be in free roam so they can call you and let you know what service they're giving you.
Just spend time messing about in free roam. Merryweather will call you
