PSU is shit. Wouldn't get such a low end cooler in that rig. Z87 board has the possibility of being incompatible with the 4690k. Would be better with a Z97 board and you can get one for the same price, or less. I wouldn't get that cooler on the GPU and I wouldn't get a 980 personally it's not $200 better than a 970 and just isn't worth the cost IMO. That's a ridiculous price to pay for a 1080p panel especially since it's TN. 16GB RAM is entirely unnecessary for gaming. I've also heard bad things about the 840 SSD's.

If you're going to be editing/rendering you would benefit from more RAM but you'd benefit more from an i7 and you can easily add more RAM later. You don't have to use an AIO you could get a Noctua NH-D15 or Phanteks PH-TC14PE if you wish. Two of the better performing air coolers on the market. You can upgrade to a 4790k with my suggestion and stay withing budget(or might put you slightly over). Change to an air cooler if you wish but I wouldn't personally. If you do grab a Noctua or Phanteks cooler you should have enough to get 16GB RAM, but if not, you can still easily add another 8GB later on.

Single 970 is more than enough for 1080p gaming, but you can add another in SLI if you wish. If you're going to be editing/rendering, the 5820k is going to be better than the 4790k for that.
