GTA IV PC Error Help

Hi,
I am having errors with my gta IV, had mods installed (if concerned, LCPD:FR ect.)I un/reinstalled IV clean like I bought it.
Keep getting error:
SecuLauncher: Failed to start application. [2000]
As said above, yes I removed the game to its entirety, uninstalling/deleting mod files etc.
Yes, I know there are other sites that have a similar post, but its dated from 2011 or 2013 and hasn't been touched to this day.
Specs:
Computer: Toshiba Satellite C75D-A
Processor: AMD A6-5200 APU with Radeon HD Graphics (2.00 GHz)
Installed memory (RAM): 8.00 GB
Win OS: Windows 8
If anyone knows how to solve the issue, Please let me know via comment and if its a link that is outside TTG, please PM me the link.

I had the same problem, that error means that not all of the files are in your GTA IV directory. Try a fresh install and that should help

I said I already un/reinstalled the game.
Ill give it try again..

It installed, and it has the same error
