Best free hosting: 000 webhost
But free hosting is always gunna be shite, so don't bother. Free hosting probably won't let you make a forum due to bandwidth needs and database requirements.
Making a forum isn't cheap by any means, and hosting is probably the most expensive part in the long run if you want decent speeds for everyone.
But 000 webhost will work for a basic personal site.

Just a heads up, 000 is good for general sites but for forums it's shite, 9/10 it wont be able to handle the size of the forum.
I recommend going with ATS Space, not free but cheap and very reliable!
