dont feel comfortable adding someone from croatia on skype with 4 posts on a 1 month old account. nothing personal

Symptoms:
-twitch.tv streams only load in mobile quality, buffer on everything else
-netflix permabuffers
-uploading a 3 minute 720p video to YT takes an estimated 11 hours (used to take maybe 5 minutes)
-cant download any programs (tried downloading firefox and opera browsers to see if it was browser issue, both corrupted on install, also corrupted many other various programs and files i tried installing)
-laptop connected to same wifi can do all of this easily (1080p+ quality with no buffer at all)
-PC is hardwired
-PC is less than a year old (built it myself)
-only thing changed recently is downloading a torrent of a program, however i have killed utorrent to end all the peer-to-peer transfer throttle
-scanned file before downloading and it was safe (Avast)
-contacted my ISP twice, they said everything is ok
-running out of ideas here, nothing seems to help
-also, it appears that some graphics on sight are like discolored and torn (ie: gyazo.com/41719768e0f361e9401b701a6476bb95 that is supposed to be like all blue)
