They aren't stolen keys. The CD keys are usually deactivated from the developer if they are stolen.
What G2A usually does is bulk buy from locations where the game can be bought for really cheap (i.e. Russia, etc.) then sell them on for much cheaper prices.
This is why Steam have implemented a region lock for RU-based keys; people are taking advantage of the collapsing economy.

I rareley buy my games off Steam. I buy most of mine off G2A, G2Play, Kinguin or the Humble bundle store.
