Can the Xbox One download game updates when it's off? Let's say I start the download for GTA heists, and then I turn off my xbox. Will it continue to download that or will it have to be on to complete it?

Make sure you have Instant-On enabled in the settings and you'll be able to download games while its in
sleep mode(pushing the xbox logo on the xbox does that).
