Looking at cheap PC. What do you guys think about it and should I get windows 7 or 8

- 500w power supply, micro ATX case
- Gigabyte F2A58M-HD2 A58 AMD FM2+ Motherboard
- 2GB DDR3 RAM 9-9-9-24 timings @ 1333MHz
- AMD A4-4000K APU (Dual core at 3.0GHz, 3.2GHz turbo)
- Radeon HD 7480 Graphics
- 250GB storage
- 4 USB 2.0 ports, HD Audio, HDMI, DVI, LAN,

I think it's magnificently terrible. You'll be able to run pinball pretty well, that's about it.
