So can I get a link or a point out to a USB tool for Halo 4?

If you want a campaign editor for Halo 4 to get through the campaign you could download Liberty, it's free -

There was a free one where you could edit your spartan points, loadouts, etc. but I'm pretty positive it no longer works.

For campaign, no.

I know people who modded all of their commendations, armor pieces, etc. and they haven't been banned either.
