100 rep to get 1 rep power
You can give rep 10 times a day
You can't give rep to the same person twice in a row
You usually give rep for people who help/do nice things/make good posts.

Rep is life. Just remember that. But in all seriousness you get 1 rep point every 25 post or other members can rep you to give more rep.

You can get rep points from people repping you, 100 rep points = 1 rep power.

You also get 1 rep power by posting (usually 25 times)

under the "Reputation" tab.
This is a brief explanation, I'm sure others will provide some more information on top of this.
