So I got a new laptop, and transferred literally everything over from my old one.
then while re-organizing, i was cleaning up the stuff i didnt want anymore.
anyways, i came across this old file i downloaded (a mod tool for xbox),
when i press to delete it, it says i must run as admin, so i press okay, then delete, and it says that i require permission from my old laptop before i can make changes. (by make changes its referring to me trying to delete it.)

Is this a virus or something?
I dont understand how I can give myself permission from my old laptop, to my new one one.

Maybe it has something to do with the permissions in the properties?

Make sure you have full control and everything is set to Allow.

I'm not 100% about this to be completely honest, but it's worth a try!

Like what Zesri said, you need ownership of the drive in question.

To take ownership of a drive;
right click the drive > properties > security >
advanced > click the owner tab > edit > tick the tick box "replace owner" > select your local user profile ( the one you use to log onto the pc with ) > okay and apply everything ( this should take about 5 minutes to take ownership.

if it doesn't work then try taking ownership of the specific folder.
