No because Rockstar said their selves that only 1 character per gamertag/ account can only do one transfer, and if you tried transferring a character from one account to another it wouldn't work like that because all your progress is synced with that one account, so no you can't transfer twice on the same account.

One last question: What if I used a seperate PSN account, on the same system (PS4), and I haven't even played GTA on that character, could I character transfer an account that I haven't already onto that?

Not unless you have that account on a different system like Ps3 or xbox 360 or the Xbox one, but if it doesn't have progress period then no, because each account has there own personal progress like Single Player and Online, it has to be the same gamertag, so lets say Im level 1000 on a Xbox 360 Character, it will only let me transfer to the same account with the same gamertag that I have the progress already on the account.

No, say I have a fresh account on the Xbox 360 or PS3 that I have done nothing with just like ranked up and stuff and I haven't transferred it and I have a fresh account on the PS4 could I transfer that Xbox 360/PS3 account onto that fresh PS4 account?

Oh yes, certainly you just need a new social club account of course. since it's a brand new account.
