Get your OS for free. You can get Windows 'other ways' which I can't discuss here but it's easy enough to find a tutorial on Google/YouTube. You could use Steam OS or Linux which are free anyway.

Grab a cheap keyboard and mouse for now. Cyberpower definitely don't include a "gaming keyboard", they include crappy peripherals that are flashy and look "cool". You never mentioned whether or not you needed a monitor.
i agree with that build but you might want to get a better psu 500w is tight for a r9 290
