It doesn't have to be pretty, but how in the heck would I get this done?

It would still be in gif format, just in Photoshop, you would go to File>Import>Video Frames to Layers. Find the gif you want that is saved wherever on your PC, open it, then click "From beginning to end" after that's done, you now have your gif as layers. What you need to do now, is take the image you want (image you linked is .PNG so background is transparent, which you want it to be) crop out what portion(s) you want and on each frame of the gif, place the still image where you want it to be, try to keep the still image on the same spot as the plane, just move the image as it would where the plane is moving, without moving the image away from the original spot.

IE: If you put the image on the tail of the plane, keep the image on the tail of the plane throughout all frames, instead of moving the image to the head of the plane. It will look much smoother if you keep it in almost the exact same spot instead of the still image jumping around when the gif plays back (unless you want it to jump around like that.)
