What is your budget and currency? 600-650 GBP
Do you need a monitor? no
Do you need a keyboard? yes
Do you need a mouse? yes
Do you need an operating system? nope
What will you use the PC for? gaming ( DayZ, H1Z1, Arma and the battlefield 4 and hardline )

I posted a request about 2 weeks ago but had to pay a vet bill and its put my budget down.

My local GAME uk Store has a pc in there for 550 GBP the specs are

I5-3570k
4GB ddr3 ram
GTX 670
650w PSU

Is it worth getting that and Up-grading it on my budget

No its not worth getting.
Last gen CPU (No upgrade path)
Probs a cheap crappy quality PSU.
