So I have been working on saving up for a PC that can run games like COD and GTA V at good settings and was wanting to know if the build I have is good. My budget for this build is about 1500$ and am currently at 1010$ I have gotten some advice from a friend and he says that its pretty good so far. I just want to know what I should change/add to this build to make it even better. Feel free to edit this build and send me the link to it and I will check it out. I do not have any of the parts yet for my build so everything is up for a change if needed.

Some things that I definitely would like to keep (minimums):
Storage: 1TB
Processor: 3.0GHz or really good staying under 400$
Memory: 8GB
Monitor:
1080p+
Wide screen
20"-25" Screen size
Response time: 1-2ms
Motherboard: Anything that can take a lot. But staying under 350$
Video Card: Really good while staying under 400$
Case: Doesn't really matter just want something that looks cool without spending to much

Please also keep in mind I'm pretty new to PC's as I have had a Macbook Air for awhile. So If you need any information that I didn't provide above please tell me below. Thanks guys!

There's so much wrong with this. Right, let's start. Z87 chipset is not officially compatible with 4690k, as 4690k is Haswell refresh. Motherboard needs a BIOS up[date to work with the 4690k, but you'd be better with a Z97 chipset board anyway. That cooler is horrific. What a waste of $10. $240 for a GTX 960, wow. $10 or so more is R9 290 money, which is significantly better, or for about $190 you can get an R9 285 which out-performs the GTX 960. Case and PSU are both just terrible. That monitor is not good. As for focusing on the speed of a chip, don't. The architecture and what not make more of a difference than the speed. A 5GHx 8320 is still out-performed by a 3.3GHz i5 in games. Monitor response time makes no difference. Seriously. Buying a monitor because "it haz gd n fast response" is stupid.

What is your full budget and currency for the rig? What exactly will the system be used for? Will you be overclocking? Do you need a mouse?

$1000 is plenty to max out the games you would like.

Unless you have an amazing pair of eyes you will not be able to tell difference between a 4ms and a 2ms monitor. Anything 5ms and under is perfect.

My full budget is 1500$ US. Mostly gaming on COD and GTA V and some other games that I find along the way and of course being on the web. No I will not be overclocking. And I already have a Deathadder Chroma mouse.

Since you don't have the money yet, this may be pointless. Prices change constantly and new components are always being released. I've suggested a rig between your current amount and your full budget, because it will do you fine and should be asy enough to get the money for fairly quickly(I assume). If you can spend more, the only logical thing to do would be add more storage(a bigger SSD or something), or get a 2nd monitor as well. You could get a 2nd GTX 970 in SLI but would put you $50 over budget and is kind of pointless for a single 1080p panel.

I have taken your list and redid some of the parts to make it a little better but getting closer to my 1500$ budget. It is now up to 1479$ and has mostly the same stuff just some more storage, Better monitor, Speaker, Keyboard, and CPU. [ Register or Signin to view external links. ]

You're not overclocking so an unlocked CPU is not worth it, plus the i7 isn't enough of a benefit in gaming to warrant the extra cost, unless you have money burning a hole in your pocket. In which case, a Xeon would be wiser since you're not overclocking. That cooler is a waste of $10, I said that. Lower end GPU, and like I already said, it's a waste. An R9 285 for $50 less would out-perform it, or an R9 290 for $10-$20 more would significantly out-perform the 960. That case is terrible. That PSU is worse, it's not a good unit. That keyboard is not better, at all. It uses Kailh switches, as opposed to Cherry MX in the keyboard I suggested. It's a good way to waste $160. That monitor is not better either. It's a TN panel and a huge waste of $300 since that card is only going to be sitting about 60FPS anyway in most games.

The last monitor you had setup was only 60Hz which I can not stand the delay on 60Hz Tv's I need at least 120Hz

Do you have any clue what you are on about?
60Hz and 120Hz aren't monitor delays, they are refresh rates giving you a max FPS of either 60, or 120FPS.
Plus, you took a better build and made it A LOT worse.
