I recently purchased this full tower for my build. Its pretty nice. Has a toggle for the fans in the back of the case. Also has slots for water cooling tubes on the back panel.
The only bad thing is... I paid more for mine a month ago.

For an AIO or custom loop? I wouldn't be doing a custom loop with those specs. Phanteks Enthoo Pro is a fairly cheap case, but quite large. Fractal Design Defiune R5 has room for a custom loop, but isn't too large. NZXT H440 is also a good choice.
