Hey guys getting a i3 4160 CPU with a R9 270, will i be able to run WoW on medium plus settings, Plus what will i get in raids? on low to medium?

You should be able to max it out.
the pentium is shit. The i3 out performs it, it has hyperthreading which gives 2 addition virtual cores. Its basically a quad.
You made the right choice.

Good choice getting the I3 over the Pentium
Just to put it in perspective for you, My father plays wow on a 7 Year old Office computer with a cheap graphics card. He can run it on low-medium at 40fps.

Dude you can pc game with that i3 you should be able to run games like GTA V and others. Lol you can max the shit out of WOW.
