I have no idea how i use my special moves on them anyone help me thanks!

When the bottom bars are full (all three stages) you can press either Left trigger + Right trigger if you are on Xbox, or L2 + R2 on Playstation. It will perform an xray that you have to land for the move to take place
You should have a quick play through the tutorial it explains the bars in depth and what you can use them for (enhancements ect)

X-ray moves are performed by pressing both triggers on either console,(LT,RT:Xbox)(R2,L2:Playstation) they can be used when you have all three meters.
Meter burns are used when special moves are executed in addition to a Right trigger input. Most meter burns result in a bounce which can be used to continue combos.
Some characters that can meter burn the same move multiple times: Scorpion can use his spear special, meter burn once to use two spears then meter burn a second time to whip the chains, setting the enemy on fire.
If you're in practice mode you have infinite meter unless you change that. Also Takeda's X-ray is an over-head so you need to jump to perform it.
