Yeah that looks like the modded crew colour, should try and join the persons crew and you may get it but don't take my word for it.

If your a leader of a crew , change your crew colour to this hash "#FF0000" its basically this color : [ Register or Signin to view external links. ]
Its a 3D , Neon Colour (as seen in the pic that you posted!)
