Why Can't I upload videos?

So I try to upload a video on techgame forums and the video is like 4 minutes long. On the bottom left hand of my google chrome browser while im uploading it says Uploading .. 0% than 1%, 2% all the way up to 6 or 7 percent than it goes back to 0 percent. Whats the problem?

You don't get a perecentage, it's just a blue bar

Go to the 'Ask a Staff' section, best asking them to be honest
