Too hot for my liking.
What cooler are you using?
Did you just input a random voltage and went with that?
Have you made sure its stable? Have you tested it in games?
Did you make sure to test in intervals. E.g not just going from 3.5Ghz to 4.0Ghz?

i tested it by going from 3.5 to 3.6 then 3.7 etc
also i upped the voltage to 1.800 on my first attempt and it ran fine then as soon as it hit 4.2 ghz i started lowering the voltae and when i got to 1.300 it bluescreened as soon as i booted its running a 77 degrees full load a 1.500
also my cooler is a h105 by corsair.

That's far too high for a 4.2Ghz Overclock [I think anyways, not had a play around in some time]
Watch this video, it should help you a bunch

On stock your voltage should 1.2v and the 4690k can turbo to 3.9ghz on stock. You should be able to achieve 4-4.1ghz easily. If not, try setting the voltage to 1.25v

Prime95 pushes CPU's way to far it's way too unrealistic and it can even increase the voltage more than to what its set to.
Try aida64 it'll be way lower.

It might be good
it might not be
all about the silicon lottery, some chips overclock amazingly, some don't.
Like my CPU. 4.5GHz @ 1.2V (FX-6300) which isn't too shabby.
