It's a quad core with HT. I'm pretty sure your 7850 performs about on par with an R9 270 if I'm not mistaken(just an FYI). A 430W unit would power an R9 285, but the 280x is a little less efficient. I'd recommend a PSU upgrade before getting the 280x, your current PSU is not good quality anyway so it's worth replacing for that reason alone.

You just bought one? Cancel the order if you can. Getting another poor quality unit would be a bad idea.

If its not broken, don't fix it.
The CX range isn't that bad, nor that great either. Its for "Basic builds" but still works in gaming builds - just not as good as others which are simulary priced.
What's your budget to replace the PSU?

If they're in a build already and can't be replaced, they're fine to sit in there until they can be replaced but I've heard so many people having bad experiences with the CX series and some pre-built systems actually use PSUs with better OEM than used for the CX series. If it's just been purchased, it is well worth cancelling the order. If it's already in the rig and you don't have money to replace it, it'll do for now but should be replaced when possible.
